The Role  
 
Burnley Borough Council is looking to appoint an individual with relevant governance and local government experience to join our high performing Democratic Services Team based in Burnley Town Hall.  
 
As a Democracy Officer your primary responsibility will be making sure all Council decisions and associated actions are conducted in compliance with the Council’s Constitution, all relevant Legislation, and delivered in a transparent, timely and effective manner to support achievement of the Council’s Strategic Priorities. 
 
You will arrange and minute public meetings, administer the forward plan of key decisions, and the Modern.Gov meeting management system and help develop how we use it. You will produce and present reports on governance, procedural and constitutional matters.  
 
The Council Executive, Committee Chairs, Elected Members and Senior Officers will rely on your proactive support and advice. Your commitment to ensuring transparent and robust decision-making will benefit the Council and borough. 
 
Skills & Experience  
 
With excellent administrative and organisation skills matured through experience, you will be self-motivated with strong attention to detail and a drive to complete competing tasks to a high standard.  
 
As part of the Democratic Services Team, you will be a practitioner in good governance, developing strong working relationships and winning the confidence of Elected Members, Senior Officers, partners and stakeholders. 
 
You will have strong verbal and written communication skills, with sound experience of negotiating, influencing, and managing a range of complex and competing priorities and deadlines.  
 
You will be keen and quick to learn, generate and apply new thinking. You will have a can-do attitude and be able to quickly understand complex and confidential matters, noting and summarising the important detail and deciding on the appropriate actions to take. The role will frequently involve attendance at evening meetings.
